In Bowie, who fixes your pothole depends on the road, not your mailing address: Northview Drive and Mitchellville Road north of MD 197 are City roads, Route 450 and Route 197 belong to the State, and Church Road and Highbridge Road are county roads, each with a different number to call. About 7,900 Bowie households also get water from the City’s own system rather than WSSC, so your trash day, water bill, police department and permit office all depend on exactly where your address falls.

Am I in the City of Bowie or unincorporated Prince George’s County?
A Bowie mailing address in 20715, 20716, 20720 or 20721 does not settle it. Fairwood, Mitchellville and most of Woodmore use Bowie ZIP codes but are unincorporated county communities. Two quick checks:
- Look at the “Town” field on your property record in the SDAT Real Property Data Search.
- Enter your address in the City’s lookup tool on its New Residents page, or check the City’s neighborhood map. The City schedules trash, recycling and leaf collection by neighborhood, so the lookup also tells you your days.

How does trash and recycling work inside the city?
Bowie Public Works collects trash twice a week from single-family homes, townhomes and some condominiums, and recycling weekly. The rules that trip up new residents:
- Set out after 5 p.m. the evening before and before the morning start time posted by Public Works.
- Each container or bag is capped at 50 pounds.
- Food scraps, cooking oil, pet waste and diapers go in a bag inside a can with a lid.
- If a holiday lands on your collection day, that pickup is canceled, not moved.
- The City provides recycling carts but not trash cans.

Bulk trash, yard waste and leaves
Bulk. Inside the city, single-family and townhome residents put bulk items out on a regular collection day: mattresses, wooden and upholstered furniture, large plastic toys, storm doors, mirrors, toilets, and rugs or carpet cut to 4-foot lengths. Bulk is not collected at condominiums and apartments. Tires and metal items need a special pickup, 301-809-2338.
Yard waste. Collected every Wednesday. Use brown paper bags, never plastic. Branches up to 3 inches thick and 4 feet long can be tied in bundles of up to 50 pounds. Set out after 5 p.m. Tuesday and before the posted Wednesday start time.
Leaves and trees. The curbside vacuum leaf collection program runs October to December. Christmas trees go out in January only, with all lights and decorations removed.
Outside the city. County-contracted collection covers trash, recycling, organics, yard trim and bulky items. Bulky items go out by 6 a.m. on your regular day. Residents who pay only for bulky service schedule through PGC311 by dialing 311 or 301-883-4748, Monday to Friday, 7 a.m. to 7 p.m.
Who provides water: the City of Bowie or WSSC?
The City runs its own water and sewer system, originally built by the Levitt Corporation in the early 1960s, with about 7,900 customers on roughly 175 miles of mains. It serves Bowie Forest, Buckingham, Chapel Forge, Derbyshire, Foxhill, Glenridge, Heather Hills, Idlewild, Kenilworth, Longridge, Meadowbrook, Overbrook, Rockledge, Somerset, Tulip Grove, Victoria Heights, Whitehall and Yorktown, plus water only on Forest Drive. The system does not expand into new areas. Everyone else, inside or outside the city, is on WSSC Water.

New City water accounts pay a $50 advance (applied to the final bill) and a $50 non-refundable customer service charge. A partial first quarter is prorated at $0.752 a day. The City also offers an exemption from certain water and sewer fees for qualifying households.
Electric, gas and internet
The City’s New Residents page lists BGE for electricity, Washington Gas for natural gas, and Comcast and Verizon for cable and internet. Some outer 20720 and 20721 addresses may fall in other electric territory, so confirm before you schedule a start date. Streetlight outages on metal City poles go through the City’s service request system; for a pole knocked down after hours, call 240-544-5700.
Bowie Police and emergency services
The Bowie Police Department, established in 2005, works out of 15901 Fred Robinson Way and covers addresses inside city limits. Non-emergency and records share one line, 240-544-5700; the records office is open Monday to Friday, 8:30 a.m. to 5 p.m. You can file some reports online, including fraud, identity theft and vandalism. The department is accredited through CALEA and runs a Citizens’ Police Academy.
Outside city limits, Prince George’s County Police respond, and the county non-emergency dispatch line is 301-352-1200. Fire and EMS are county services for every Bowie address, with Bowie’s volunteer companies; 911 covers all of it.
Permits: why city homeowners often need two
Inside the city, start with Prince George’s County DPIE (301-636-2050, apply online). Once the County approves, the City of Bowie issues its own permit for additions, decks, porches, driveways, sheds, solar panels, fences, garage conversions, signs and basement remodeling. Plumbing, electrical, HVAC and fire inspections stay with the County. Apply online with the County permit and approved plans, or at the Community Services window at City Hall, 301-809-3008, Monday to Friday, 9 a.m. to 4:30 p.m.
Fences fall under Chapter 26 of the City Code. Barbed wire is prohibited, and replacing a fence with new or different materials may need a permit, while repairing a damaged section does not.
Renting out a room, basement or house
Every rental inside the city needs a City of Bowie rental license, even when the owner lives on site: $120 a year for a house, condo or townhome, a $50 application fee and a yearly inspection. Short-term rentals are $400. The county’s single-family rental license does not apply in Bowie, but it does apply in unincorporated areas.
