Bowie City Services and Utilities: Trash, Water, Police, Permits and Who to Call
August 27, 2026
Commuting from Bowie: MARC, Route 50, 301, 197 and the Routes to Fort Meade, Andrews and BWI
August 28, 2026A $500,000 home inside Bowie city limits now carries a combined property tax rate of $1.89 per $100 of assessed value for fiscal 2027, up from $1.708 a year earlier, because the City Council raised the city’s own rate from 40 cents to 58 cents on May 4, 2026. Pair that with Freddie Mac’s October 1, 2026 average 30-year rate of 7.28%, and the typical Bowie purchase runs about $3,600 a month before utilities with 20% down, or about $4,450 with 3.5% down on an FHA loan.

Below is the line-by-line math, with every assumption spelled out so you can swap in your own numbers.
What does a $500,000 Bowie home cost per month in 2026?
$500,000 is not a hypothetical. It is the median closed sale price across ZIP codes 20715, 20716, 20720 and 20721 (Bright MLS data, April to September 2026, 598 sales). Here are the assumptions behind the numbers:
- Rate: 7.28% on a 30-year fixed loan, the Freddie Mac Primary Mortgage Market Survey average released October 1, 2026. Your quote will differ with credit score, points and loan type. FHA quotes often differ from the conventional average; we use the same rate for both columns to keep the comparison clean.
- Assessed value: $450,000. Your tax is based on the State’s assessment, not your contract price, so look up the real figure on the SDAT Real Property Data Search before you budget.
- Insurance: $2,000 a year. Insurance.com puts the Bowie average at $1,993 for a policy with $300,000 of dwelling coverage and a $1,000 deductible. Get real quotes, because roof age and claims history move this number.
- HOA: none, which is typical for the original Levitt sections of Belair. Add your dues if the home has them.
- Location: inside City of Bowie limits, fiscal 2027 rates.
| Monthly line item | Conventional, 20% down | FHA, 3.5% down |
|---|---|---|
| Down payment (cash) | $100,000 | $17,500 |
| Loan amount | $400,000 | $490,944 (includes 1.75% upfront MIP) |
| Principal and interest | $2,737 | $3,359 |
| Mortgage insurance | $0 | about $221 (0.55% annual MIP) |
| Property tax, City of Bowie, FY2027 | $709 | $709 |
| Homeowners insurance | $167 | $167 |
| Total housing payment | $3,613 | $4,456 |
The FHA premiums come from HUD Mortgagee Letter 2023-05: 1.75% upfront, usually financed, and 0.55% a year on a 30-year loan with less than 5% down and a base amount under $726,200. Closing costs and transfer taxes are separate; we cover those below.
How much did the FY2027 Bowie tax increase add?
On a $450,000 assessment, the 18 cent city increase adds $810 a year, or $67.50 a month. The full in-city bill goes from $7,686 under fiscal 2026 rates ($1.708) to $8,505 under fiscal 2027 rates ($1.89). City staff cited a roughly $20 million budget shortfall and depleted reserves. It was the city’s first rate increase in 16 years, and the council committed to bring back options within a year to bring it down.
If you are buying now, ask your lender to escrow at the new rate, not at the seller’s last bill. Maryland’s tax year runs July 1 to June 30. Prince George’s County bills are due by September 30, or in two semi-annual installments with the second due by December 31.
The Homestead Tax Credit caps how fast your taxable assessment can rise on a primary residence: 10% a year for state tax, 3% for county tax and 5% for City of Bowie tax. The seller’s credit does not transfer to you, so apply through SDAT right after settlement. Our full breakdown is in Bowie property taxes explained.
Inside city limits or outside: which tax bill is bigger?
A Bowie mailing address does not mean the home is in the City of Bowie. Fairwood, Mitchellville and most of Woodmore use Bowie ZIP codes but are unincorporated Prince George’s County. The rate is lower outside the city, but the services and add-on charges are different. Here is the same $450,000 assessment both ways.
| FY2027 | Inside City of Bowie | Unincorporated “Bowie” address |
|---|---|---|
| Combined real property rate per $100 | $1.89 (includes $0.58 city) | $1.432 ($1.00 county, $0.112 state, $0.294 M-NCPPC, $0.026 WSTC) |
| Annual tax on $450,000 | $8,505 | $6,444, before add-on charges |
| Stormwater | City runs its own program; no county Clean Water Act fee | County stormwater rate ($0.054 or $0.012 per $100 by area) plus Clean Water Act fee ($20.58 admin plus $20.90 per impervious unit) |
| Trash | Twice weekly city pickup, paid from the city budget | County collection; solid waste charge can appear on the tax bill |
| Police | Bowie Police Department | Prince George’s County Police |

What do water and sewer cost in Bowie?
It depends on who pipes your water. The City of Bowie runs its own system, built by Levitt in the early 1960s, serving neighborhoods including Somerset, Kenilworth, Tulip Grove, Foxhill, Buckingham, Heather Hills, Idlewild, Whitehall and Bowie Forest. Everyone else is on WSSC Water.
City water bills come every three months. Rates in effect since July 1, 2024 are $7.11 per 1,000 gallons for water plus a $10.20 sewer surcharge, or $17.31 combined, plus a $30 facility charge, a $15 Bay Restoration Fee and a $23.44 pipe renewal charge each quarter. A household of three using 48 gallons per person per day (the typical figure WSSC uses for its own estimates) runs about 13,100 gallons a quarter, or roughly $295 a quarter, about $98 a month.
WSSC’s fiscal 2027 rates took effect July 1, 2026 and are tiered by average daily use: $17.90 per 1,000 gallons combined at under 81 gallons a day, $20.02 at 81 to 165, $24.23 at 166 to 275 and $30.52 above that, plus ready-to-serve charges. WSSC estimates the fiscal 2027 increase adds about $14.75 a quarter for a typical household.
Electricity, gas and internet: what to budget
The City lists BGE for electricity, Washington Gas for natural gas, and Comcast and Verizon for cable and internet. Some outer 20720 and 20721 addresses fall in other electric territory, so confirm with the utility.
Using the BGE rate components published by the Maryland Office of People’s Counsel in September 2026, 900 kWh a month works out to about $200 before taxes and other surcharges: 4.945 cents distribution, 14.841 cents supply and transmission, 1.31 cents EmPOWER, plus a $10 customer charge. BGE filed a rate case on July 6, 2026 that would raise residential distribution rates about 17% if approved.
Many Levitt houses are all-electric or converted from oil, so heating costs vary more from house to house than from neighborhood to neighborhood. Ask the seller for 12 months of utility history before you write the offer.
HOA dues: zero, or check before you offer
Most original Belair sections have no mandatory HOA. Newer subdivisions in 20720 and 20721, including Fairwood, usually do, and townhome and condo communities run higher. Under the Maryland Homeowners Association Act, you can cancel within 5 calendar days after receiving the HOA disclosure package, so read the dues, special assessments and rental rules inside that window.
What about income tax?
Prince George’s County’s local income tax rate is 3.20% for 2026, on top of Maryland state income tax. It is the same whether you live inside or outside city limits, so it does not change the city versus county comparison, but it belongs in any move from Virginia or DC.
How much cash do you need at settlement?
Prince George’s County charges a 1.4% transfer tax ($7,000 on $500,000), the state charges 0.5% ($2,500), and the recordation tax is $2.75 per $500 ($2,750). These are commonly split between buyer and seller, but the contract decides. If you are a first-time Maryland homebuyer buying a primary residence, the state rate drops to 0.25%, and state law puts the transfer and recordation taxes on the seller unless the contract says otherwise.
Eligible first-time buyers can apply for up to $50,000 through Prince George’s County’s Pathway to Purchase program, a 0% deferred loan, with an 80% of area median income limit. See first-time buyer programs for 2026 and our closing costs breakdown for the full worked example.
