Bowie HOAs and Civic Associations: A Buyer’s and Seller’s Guide

Which Bowie neighborhoods have an HOA, how that’s different from a civic association, what Maryland law makes the seller hand over, what it can cost, and how long a buyer has to back out. Checked against Maryland law and the City of Bowie’s association list, October 2026.

Quick answer: Many Bowie neighborhoods have a homeowners association, and some older sections have a voluntary civic association instead. The City of Bowie keeps a list of both. When you sell a home in an HOA, Maryland requires you to give the buyer the HOA’s disclosure package. A buyer who gets it after signing, or less than 5 days before, can cancel in writing within 5 calendar days of receiving it. The HOA’s base fee for the package is capped by law.

HOA or civic association: what’s the difference?

Homeowners association (HOA)Civic association
MembershipComes with the house. Required.Usually voluntary
DuesRequired, and can lead to a lien if unpaidOptional, if any
RulesRecorded covenants on fences, sheds, colors, parking, rentalsNo binding rules on your house
Resale packageRequired by Maryland lawNot required

The City’s list mixes both. Examples of civic groups on it include Highbridge Civic, Sherwood Manor Civic and Long Ridge Citizens. HOAs on it include Belair Greens, Belair Town, Evergreen Estates, Woodmore Estates and Woodmore Highlands, plus Fairwood and Woodmore North outside City limits.

Associations outside City of Bowie limits

The City’s 2026 list marks these associations as outside City limits, which means County trash, County police and no City property tax:

Selling in an HOA: what Maryland requires

  • The disclosure package: current fees and assessments, the prior year’s fees, any delinquency on your account, the management agent, known judgments, lawsuits and violations, and the governing documents (Real Property §11B-106).
  • When to deliver it: at or before signing, or within 20 calendar days after the contract.
  • How fast the HOA must provide it: within 20 days of your request.
  • What it can cost: the base fee is capped at $250 or the HOA’s actual cost, adjusted for inflation every two years since October 2018. Extra charges are allowed for an inspection (up to $50) and faster delivery (up to $50 within 14 days, or $100 within 7 days).
  • After closing: the seller must notify the HOA of the transfer within 30 days.

Order the package as soon as you list. Waiting until you have a contract gives a buyer a fresh window to cancel.

Buying in an HOA: what to check

  • The real monthly cost: dues plus any special assessment. Lenders count HOA dues when they decide what you can borrow.
  • Planned repairs and savings: ask what big projects are coming and how much the association has set aside.
  • Rules that matter to you: fences, sheds, decks, exterior colors, parking, rentals and home businesses. A County or City permit doesn’t replace HOA approval. Bowie building permits.
  • Your 5-day window: read the package the day it arrives.
  • Condos are different: Maryland gives condo buyers 7 days under a separate law. Buying a Bowie condo.
