Quick answer: Prince George’s County’s permitting office, DPIE, issues the building permit for everyone in Bowie. If your home is inside City of Bowie limits, many projects also need a City permit in addition to the County one. You get the County permit first, then apply to the City with the County permit and approved plans. Plumbing, electrical, HVAC and fire permits are County only.

Projects that need both a County and a City permit

For homes inside City limits, the City lists these, and says the list isn’t complete:

  • Additions, garage conversions and basement remodeling
  • Decks and porches
  • Driveways, driveway widening and parking pads
  • Sheds over 150 square feet, or a second shed of any size
  • Fences over 4 feet tall (corner lots can have extra limits)
  • Solar panels
  • Signs
  • New homes

Outside City limits, in places like Fairwood, Mitchellville and most of Woodmore, you deal with the County only. Check which side of the city line you’re on.

The order to apply in

  • 1. Ask DPIE first. The County decides whether your project needs a building permit and what documents you need. DPIE: 301-636-2050.
  • 2. Apply to the County online.
  • 3. Then apply to the City. Fill out the Bowie permit application online and upload the County permit and approved plans, or apply in person at the Community Services window at City Hall, 15901 Fred Robinson Way.
  • 4. Pay the City. The City prefers a credit card by phone. City permits: 301-809-3008, Monday to Friday, 9 a.m. to 4:30 p.m.

Don’t forget the HOA

A permit from the County and City doesn’t mean your HOA has approved the project. Many Bowie HOAs require their own approval for fences, sheds, decks, exterior colors and additions. Check your HOA’s rules before you build, not after.

Why permits matter when you sell

Buyers, appraisers and inspectors notice a finished basement, a deck or an addition that has no permit history. Unpermitted work can lead to tough questions, repair requests or a lower appraisal. If you’re planning to sell in the next few years, pull permits now and keep the paperwork with your house records.
